En Bolivia piden ampliar investigación contra Quintana, Claros y Santos por Terrorismo
La Procuraduría General del Estado (PGE) solicitó al Ministerio Público ampliar las investigaciones por Terrorismo, Asociación Delictuosa e Instigación Pública a Delinquir contra el exministro de Evo Morales, Juan Ramón Quintana, y los dirigentes evistas, Humberto Claros y Ponciano Santos.
“La Procuraduría General del Estado ha solicitado la ampliación de las investigaciones dentro del Caso CUD 309202172400401 (…). Los antecedentes de la investigación indican que se habría organizado y alentado a realizar bloqueos y protestas violentas, incluyendo llamados públicos a la toma de acciones específicas contra el orden público, tales como bloquear vías de tránsito estratégicas y la toma de rehenes en instalaciones de las Fuerzas Armadas”, señala parte de un comunicado oficial.
Los grupos radicales que defienden a Evo Morales, acusado por trata y tráfico de personas, activaron desde el 14 de octubre un bloqueo indefinido de carreteras que dejó aislado al departamento de Cochabamba y que, desde entonces, generó millones en pérdidas económicas, además de hechos de violencia y amedrentamiento contra la población, periodistas, efectivos de la Policía y militares de los regimientos del Trópico cochabambino.
El bloqueo de caminos, promovido por afines a Evo Morales -señaló la Procuraduría- impactó negativamente en la economía de la población, los derechos humanos y, van en contra de los intereses del Estado. Por ello, reiteró su solicitud de emitir una orden de aprehensión para asegurar que respondan ante la justicia.
“La Procuraduría, en su rol constitucional de representación jurídica pública del Estado y, en ejercicio de sus atribuciones de promoción, defensa y precautela de los intereses del Estado, previendo, además, el Informe de la Comisión de Investigadores de 04 de noviembre de 2024, que corrobora y fortalece la tesis y teoría del caso, ha reiterado la solicitud de Aprehensión para Juan Ramón Quintana Taborga, Humberto Claros Zeballos, Ponciano Santos Colque Cruz”, argumentó esta institución.
La primera solicitud se hizo el 3 de noviembre y en pasadas horas se reiteró el pedido mediante un memorial firmado por el subprocurador Ricardo Condori.
Quintana y los dirigentes evistas fueron identificados como promotores de los bloqueos que cerraron las principales vías que unen a Cochabamba con el resto del país.
A mediados de octubre, el exministro Quintana generó controversias tras una entrevista con Abya Yala, afín al dirigente cocalero, en la cual dijo que el “rito del bloqueo se alimenta a través de la sangre”.
“El rito de los bloqueos es un rito gradual, no es de la noche a la mañana, vamos a hacer cinco puntos de bloqueo, no, no; y ¿cómo se alimenta el rito del bloqueo? desafortunadamente se alimenta a través de la sangre, cuando hay compañeros que son golpeados, heridos, asesinados, el bloqueo termina siendo prácticamente el rito de defunción del poder”, dijo Quintana.
En sintonía con esas declaraciones, el 22 de octubre, durante el operativo policial de desbloqueo en el puente Ichilo – Bulo Bulo, que vincula a Cochabamba con Santa Cruz, periodistas grabaron a una persona con el rostro cubierto portando una escopeta en medio de los bloqueadores evistas.
En uno de los registros se escucha a alguien pedir “que se baje (asesine) a uno de los agentes de la Policía” que desbloqueaba. Las imágenes muestran que se disparó la escopeta. Asimismo, el lunes dos policías fueron secuestrados y amenazados de muerte en Parotani.
